Composition of the commission

The commission of inquiry consists of seven members with diverse and relevant professional backgrounds. The commission operates independently of other public authorities.
 

The commission’s members

Amund Djuve (b. 1963) is the chair of the commission. He is a former editor-in-chief and chief executive of Dagens Næringsliv, Norway’s most influential financial newspaper, and CEO of the DN Media Group. He has also served as business editor at NRK, and editor-in-chief and managing director of the TDN Finans news agency. He holds a degree in economics and business administration from the Norwegian School of Economics (NHH).

Kjersti Buun Nygaard (b. 1971) is the vice chair of the commission. She is head of division in the Borgarting Court of Appeal, and has served as a court of appeal judge since 2014. She is a former deputy secretary-general of the Supreme Court of Norway, and deputy head of the research services in the same organization.

Hugo-A. B. Munthe Kaas (b. 1980) is a lawyer and partner at the global law firm DLA Piper. He is head of the firm’s compliance and risk management group in Norway, and has broad experience within corporate compliance, ESG and investigations. He also advises on international trade, economic sanctions, human rights, the Transparency Act, the Security Act, anti-corruption, export controls, and anti-money laundering.

Pia Therese Jansen (b. 1975) has a background in security and intelligence. She has a PhD in international relations, and is currently leading advisor security in Equinor. She is also a visiting associate professor at the Norwegian Police University College, where she conducts research and lectures in the field of intelligence. She is a former head of the 25th June committee (set up after the terrorist attack in Oslo in 2022), and has worked at the Norwegian Defence University College.
 
Sunniva Engh (b. 1974) is a professor of modern history at the University of Oslo. In her work, she has conducted research on Norwegian and Nordic foreign policy and international engagement, the concept of the Nordic model of society in international politics, and the international history of development co-operation, with population policies and global health as particular areas of expertise.
 
Axel Wernhoff (b. 1958) has extensive experience from the Swedish foreign service. Among his positions, he has served as Sweden’s ambassador for the Arctic, ambassador to the NATO delegation in Brussels, ambassador to Norway, and consul general in Jerusalem. He currently works a senior adviser for the Swedish Security & Defence Industry Association (SOFF). He has degrees in economics and business administration, and in the history of ideas and literature.
 
Toril Johansson (b. 1954) is a former director general of the Department for Higher Education in the Ministry of Education and Research. She has also served as director of studies at the University of Oslo, and was a member of the Coronavirus Commission. She holds an cand.philol. degree in history.

The secretariat

The commission of inquiry has a full-time secretariat. When at full strength, this will number 12 employees. The head of the secretariat is Aina Ertzeid.

Ms Ertzeid is currently on leave from her position as a judge at the Oslo District Court in order to head the commission’s secretariat. She has previously served as a public prosecutor, a police prosecutor, and in the Ministry of Justice’s Legislation Department.
